What does dual-use mean?

Dual-use products are solutions that can be used for both civilian and military purposes. They may include finished devices, technologies, materials, subassemblies, components or other technical solutions. What matters is their actual purpose and technical specifications, rather than the industry in which the manufacturer operates.

This means that a company does not have to operate in the defence sector to develop civilian and defence technologies. An existing civilian product may also serve as a starting point, provided there is a justified potential for military applications.

However, not every product that could theoretically be used by the military qualifies for the FENG 2.33 programme.

What products may qualify for FENG 2.33?

The range of dual-use products is broad. It may include specific solutions related to:

  • electronics and specialised equipment,
  • telecommunications and information security,
  • sensors and measurement systems,
  • navigation and avionics,
  • aerospace technologies,
  • unmanned systems,
  • maritime technologies,
  • specialised materials and equipment,
  • components and subassemblies of larger systems.

Operating in one of these fields does not automatically make a product eligible for funding. Each solution must be assessed against the detailed requirements of the application round.

Do you have an idea for a new dual-use product that you want to develop from scratch?

Or would you like to improve an existing solution and prepare it for implementation and manufacturing?Contact Grid. We will assess the current stage of your project and identify the work needed to move it forward.

What requirements must a dual-use product meet?

Every product included in a project is assessed in terms of its actual readiness for implementation. Four areas are particularly important.

The product must be ready for manufacturing

This is one of the most important requirements of the programme. FENG 2.33 is intended for companies that already have a manufacturing-ready product but need investment to launch or expand production. It is an investment programme and does not finance research and development work on products that are still at the R&D stage.

The product should be sufficiently developed so that starting production depends primarily on investment, such as purchasing machinery, equipment and tooling or preparing a production line. Further R&D work should no longer be necessary to determine the product’s basic functions, specifications or operating principles.

If your product is not yet ready for implementation, we can provide comprehensive industrial design services and prepare it for manufacturing. This can bring the project to a stage where a production investment can be planned and an application for FENG 2.33 funding can be considered.

The company must hold the rights to the product

The company must have the legal right to manufacture and commercially exploit the solution.

These rights may arise from:

  • the company’s own R&D results,
  • copyrights,
  • patents,
  • the right to obtain a patent,
  • an acquired licence,
  • other rights permitting the use of the technology.

These rights should be clearly established and supported by appropriate documentation.

The product must have civilian applications

The applicant must demonstrate how the product will be used outside the military sector. A general statement that the solution could be sold to civilian customers is not sufficient. The application must identify specific uses, target customer groups and market needs addressed by the product.

Potential applications may include industry, energy, transport, logistics, emergency services, telecommunications, the maritime sector or other areas relevant to the product.

The product must have a justified military application

Another requirement is demonstrating that the product has a genuine application in the military sector. The project documentation must identify specific functions, technical parameters or scenarios in which the solution could be used. The general possibility of selling a product to the military is not sufficient.

It is the combination of clearly justified civilian and military applications that gives a product its dual-use character.

How much funding is available under FENG 2.33?

Funding under FENG 2.33 may cover 25% to 70% of eligible costs. The final amount depends on factors such as the type of expenditure, company size and investment location.

Support is provided through a WPPZ grant used to repay part of the principal of an investment loan.

The minimum value of eligible project costs is PLN 2 million, while the maximum is EUR 50 million.

Do you have a civilian product? Develop it for dual-use applications

Dual-use product development does not have to start with an entirely new concept. A company may already have a device, component or technology originally developed for the civilian market. The next stage may involve adapting the solution to additional requirements and new operating conditions.

Depending on the product, changes may be needed to its construction, materials, housing, ergonomics, component layout or assembly method. In some cases, it may be necessary to integrate new components or develop a version suitable for more demanding environments.

At Grid, we can begin with an analysis or audit of the existing solution. We assess which elements are worth retaining and which require redesign or further development. We do not start a project from scratch if the existing solutions are satisfactory and can be used in subsequent stages. Instead, we define the changes needed to develop the product further.

Our work may include:

  • redesigning the product’s form and construction,
  • designing new housings and components,
  • modifying the internal component layout,
  • improving ergonomics and usability,
  • adapting the product to different operating conditions,
  • selecting materials and manufacturing technologies,
  • developing new 3D models,
  • producing and validating prototypes,
  • preparing the solution for future serial production.

An important part of our work is also assessing whether the product can be manufactured efficiently.

We analyse how the product is divided into parts, how components are connected, assembly methods, maintenance access and manufacturing technologies that could be used during production.

If an existing product requires extensive modifications, we can divide the design process into stages.

  1. First, we develop and validate the concept.
  2. Next, we prepare a prototype and test the most important solutions.
  3. Once these solutions have been verified, we proceed to prepare the product for manufacturing.

Let’s discuss your dual-use product idea or an existing solution you would like to develop and explore how to prepare it for implementation and manufacturing.

Are you planning dual-use production under FENG 2.33?

You do not need a finished product or complete technical documentation to start working with us. We can join your project at the conceptual stage or when you are only beginning to consider expanding your portfolio with dual-use products.

We can develop a product from scratch, refine an existing concept or adapt a current product to new applications and the requirements of the dual-use market.

At what stage can you contact Grid?

Your starting point may include:

  • a need to expand your portfolio with a dual-use product, for example due to available production capacity or market demand,
  • a general idea for a dual-use product,
  • an initial dual-use product concept,
  • an existing product that requires redesign,
  • a prototype that has undergone initial testing,
  • a 3D model or industrial design,
  • a device requiring a new housing or components,
  • a civilian product being developed for new applications,
  • a solution that needs optimisation before manufacturing begins.

If the product is being developed from scratch, we help define its requirements, functions and design objectives. We then prepare the concept and product design with future implementation and manufacturing in mind.

If the product already exists, we assess its current state and identify areas requiring further development. For projects being prepared under FENG 2.33, it is particularly important that the product reaches a level of readiness that allows manufacturing to begin. If additional design work, prototyping or technological optimisation is required before a production investment, we can help prepare the solution for that stage.

Why develop your product with Grid?

FAQ

No. A product intended exclusively for military applications is not the same as a dual-use product. Under FENG 2.33, both civilian and military applications must be justified.

The product should be sufficiently developed to begin preparing for manufacturing. The programme is not intended to finance fundamental product R&D. Starting production should primarily depend on a manufacturing investment.

Not always. The stage of development matters. An early prototype requiring further R&D may not yet demonstrate manufacturing readiness. A prototype that has been tested and validated, with remaining work focused on preparing the manufacturing process, is at a much more advanced stage.

Yes. An existing solution can serve as a starting point. It may require changes to its construction, housing, ergonomics, materials or other elements. Ultimately, however, the product must meet the dual-use requirements specified in the FENG 2.33 documentation.

We specialise in product design and development. Our role may involve developing a new product from scratch, adapting an existing product to dual-use requirements or preparing an ongoing project for further development and manufacturing.

Any services related directly to preparing the funding application must be agreed upon separately.
