What requirements must a dual-use product meet?
Every product included in a project is assessed in terms of its actual readiness for implementation. Four areas are particularly important.
The product must be ready for manufacturing
This is one of the most important requirements of the programme. FENG 2.33 is intended for companies that already have a manufacturing-ready product but need investment to launch or expand production. It is an investment programme and does not finance research and development work on products that are still at the R&D stage.
The product should be sufficiently developed so that starting production depends primarily on investment, such as purchasing machinery, equipment and tooling or preparing a production line. Further R&D work should no longer be necessary to determine the product’s basic functions, specifications or operating principles.
If your product is not yet ready for implementation, we can provide comprehensive industrial design services and prepare it for manufacturing. This can bring the project to a stage where a production investment can be planned and an application for FENG 2.33 funding can be considered.
The company must hold the rights to the product
The company must have the legal right to manufacture and commercially exploit the solution.
These rights may arise from:
- the company’s own R&D results,
- copyrights,
- patents,
- the right to obtain a patent,
- an acquired licence,
- other rights permitting the use of the technology.
These rights should be clearly established and supported by appropriate documentation.
The product must have civilian applications
The applicant must demonstrate how the product will be used outside the military sector. A general statement that the solution could be sold to civilian customers is not sufficient. The application must identify specific uses, target customer groups and market needs addressed by the product.
Potential applications may include industry, energy, transport, logistics, emergency services, telecommunications, the maritime sector or other areas relevant to the product.
The product must have a justified military application
Another requirement is demonstrating that the product has a genuine application in the military sector. The project documentation must identify specific functions, technical parameters or scenarios in which the solution could be used. The general possibility of selling a product to the military is not sufficient.
It is the combination of clearly justified civilian and military applications that gives a product its dual-use character.
